David Waterhouse

David is a chartered town planner and head of infrastructure in the cities and local growth unit at MHCLG, with responsibility for the MHCLG programme for High Speed 2, joint working with DfT and wider work on towns. From May 2017 to October 2018 he led on multiple chapters of the new National Planning Policy Framework (NPPF) including design, density, new settlements and small and medium sites. He spent nearly five years as assistant director of Design Council Cabe overseeing the merger of the organisation and developing the Cabe business unit into a self financing organisation, working with cities and authorities across England. He is a regular speaker at planning policy and regeneration events across the country, an external examiner at the University of Liverpool, an academician at the Academy of Urbanism, and a founding member of the International Garden Cities Institute.
