Martin Gilmour

Deputy Head of Environment Strategy
Martin Gilmour is Deputy Head of Environment Strategy at the Department for Transport with responsibility for delivering commitments set out in the UK’s world leading Transport Decarbonisation Plan relating to the decarbonisation of all road vehicles, from motorcycles to HGVs. This year he has led on the non-zero emission HGV phase out consultation and on the development of the government’s ZEV mandate policy. Prior to joining the Department Martin has enjoyed various transport planning roles throughout his career both at Transport for London and in Local Government, bringing a wide perspective of transport policy and decision making from the local delivery level right through to the strategic and national policy level. Martin is a Director on the Board of the Transport Planning Society in the UK and has a Masters in Transport Planning and Management, from the University of Westminster.
